Carl,
How u doing? recently an employee received burns and went off on 28 days sick leave, now that He returned to work, He was given safety orientation, interview and counselling. He told me this morning that He is afraid to go inside the engine hall, what other assistance can I give him?

Cleve, this is a tricky one, I think you all have done what is necessary. Have you asked why, what are his concerns, reassure him that it won't happen again. If that won't work, then re-assign him to work somewhere else. There is nothing mouch more to do.
Sometimes, employees may use these situations too to get out of work they never liked in the first place and is now exploiting the opportunity to move.
